Starting January 22, 2018, residents of nine states will need a passport even for domestic flights. Each state’s ID does not currently meet security requirements. If you live in one of these states, get used to carrying your passport. And if you don’t yet have one, the process can take about six weeks, so now is the time to apply.

The nine states are: Kentucky, Maine, Minnesota, Missouri, Montana, Oklahoma, Pennsylvania, South Carolina, and Washington.

It also looks like more states might be added to this list in 2020. While some of these states are working to update their IDs to meet federal security requirements, if you don’t currently have a passport, you should apply now.

How to Apply for a First Time Passport

Fill out the DS-11 form online.
Gather your birth certificate as proof of citizenship, and any other form of identification, and make copies of each.
Get some 2x2 color passport photos taken. Getting the required photo specifications can be tricky if you try this by yourself. I recommend going to a store that will take your photo with a passport camera in order to meet all of the requirements. (Fun fact: I used to work at a photo lab before everyone went digital, and I would frequently take passport photos. You must be photographed with a white background, remove glasses and hats, and your head must fit in a 25 - 35 mm frame from the bottom of your chin to the top of your head.)
Use the Consular website to search for your nearest acceptance facilities. Call the facility to find out if they require a reservation.
Show up for your appointment with documents, photos, and money for fees ($135 for adults).
Wait for your passport to be mailed to you. It usually takes about 4-6 weeks.

How to Renew Your Passport

Make sure you qualify for a renewal by mail. You must have your previous passport with minimal wear and tear. The previous passport must have been issued to you at when you were at least 16, and no more than 15 years ago. Your previous passport also needs to have your correct current name OR you must include certified documentation of the name change.
Fill out a DS-82 form online. Note: The website prompts you to start filling out a DS-11, but then will switch over to the DS-82.
Get the correctly formatted passport photos taken (detailed info above).
Write a check for $110.
Mail your form, photo, and old passport to the correct National Passport Processing Center (this will depend on which state you live in and the addresses are found on the website with your form.
Wait for you new passport to be mailed to you. It usually takes about 4-6 weeks. You will also receive you old passport with a hole punched through it.

What to do if Your Passport is Lost or Stolen

If your luggage is stolen, contact the local police to report the crime as soon as possible.
Report your passport as lost or stolen by filling out the DS-64 form online through the same website for the State Department Consular Service. You could also call and mail the form, but online is the fastest option. Once this form is processed, your passport is no longer valid, even if you happen to find it. So immediately take care of the next step.
Contact your nearest U.S. Embassy or Consulate to replace your passport. You will need to complete the DS-11 form and follow the procedures above for filing for a new passport. This includes getting new photos, keeping the appointment in person, and providing proof of citizenship.
- A photocopy of your old passport will work in this situation, which is why it's smart to make color photocopies of important documents before your trip. If you keep one copy in the bottom of your bag, one copy at home (where a friend could mail it if needed), and one digitally on your phone, you will have the proof of citizenship when and if you need it.

-You will also need to show proof of your travel itinerary. Flight confirmation emails are ample evidence.

-Your application fees may be slightly higher for expedited service if you need your emergency passport within a couple of days. Do not plan on leaving the country until you have your new passport in hand. The embassy or consulate will be able estimate the time needed for completion. If you need to reschedule flights or cancel hotel stays, travel insurance may help you with reimbursements.

4. Within a few days, you will receive an emergency passport, valid for only one year. Upon your return home, you can easily exchange your emergency passport for a regular passport with no additional fee. Expect your new passport to arrive in about four to six weeks.
